Catastrophe around the corner on Norwegian Continental Shelf. A university researcher claims accidents similar to the Gulf of Mexico could quite as easily have happened to the oil industry here. Four serious episodes have occurred in the last five years. “What all these incidents had in common were small margins between near-accidents and possible catastrophes. The installations almost blew up.  It would have lead to fatal accidents with a much higher and quicker death-rate than the 11 who were killed in the Gulf of Mexico,” Jon Espen Skogdalen, PhD student at the University of Stavanger tells Stavanger Aftenbladet. He alleges not enough was done after the oil leak from Statfjord A, gas blowout on Snorre A, gas leak on Visund, and collision on the Ekofisk 2/4-W to find the cause.

A university researcher claims accidents similar to the Gulf of Mexico could quite as easily have happened to the oil industry here. Four serious episodes have occurred in the last five years.

Inadequate

“What all these incidents had in common were small margins between near-accidents and possible catastrophes. The installations almost blew up.  It would have lead to fatal accidents with a much higher and quicker death-rate than the 11 who were killed in the Gulf of Mexico,” Jon Espen Skogdalen, PhD student at the University of Stavanger tells Stavanger Aftenbladet.

He alleges not enough was done after the oil leak from Statfjord A, gas blowout on Snorre A, gas leak on Visund, and collision on the Ekofisk 2/4-W to find the cause.

According to the paper, the biggest risk on the Norwegian Continental Shelf (NCS) is an oil or gas leak. Every year, a three-digit number of incidents happen that could have led to a disaster on the NCS.

Unreliable

Skogdalen claims there’s been a safety theory that major accident-avoidance means reducing the number of incidents and injuries for some time on the NCS. But it’s slowly dawning that this is inadequate

“Simply put, a sprained foot will never cause a fire and explosion,” he says.

As part of his PhD, Skogdalen is researching methods of risk-analysis that include human and organisational factors. He’s about to start a six-month stay at Berkley at the University of California. 40 researchers are to study what caused the Deepwater Horizon accident.

“The technical systems may be good enough, but they are used and maintained by people. We’re therefore trying to develop a method where we can attempt to measure how competent an organisation is, and hence calculate the probability of an accident.”
