“I don’t think it’ll have the effect it’s supposed to have. It won’t reach the people who need it, as the individuals that have the greatest difficulty with substitution treatment are often those who also have difficulty in adapting to the system, which is a requirement to qualify for the use of heroin,” Sverre Nesvåg, head of drug-research at Stavanger University Hospital (SUS) tells The Foreigner.

Nesvåg, who believes more in patient stabilisation through the use of maintenance/substitution therapy using methadone or subutex, argues heroin-assisted treatment will be a failure, just as it has been in countries like the Netherlands.

“Results of their treatment programme, which had a four-year follow-up period, showed that at least 50 percent dropped out, whilst those who stayed were dependant on cocaine, alcohol, or valium, for example,” he says.

Break

The responsibility for treatment currently rests with the primary healthcare and social services within each municipality. Nesvåg criticises the entire whitepaper for butchering the present system of services by replacing it with new ones.

“The report contained many suggestions about what to do before recommending the use of heroin, which it claims are much more important. The problem is following these will mean a giant break with a 20-year thinking tradition. The municipal responsibility will be taken away and put under new services at hospitals. That’s not a good idea.”

He believes it will lead to drug abuse being treated how it used to be, when the specialised drug-therapy services were isolated and peculiar.

Nesvåg also questions why the report didn’t say more about heroin than it did.

I was surprised that Thorvald Stoltenberg and the others didn’t say more about what is written on the first 42 pages when they presented it. The report is 47 pages long, and heroin is only mentioned on the last five.”
