Otero is attending the three-day 2010 Ny-Ålesund Symposium, “The Changing Arctic and Its Global Implications”, and is to deliver a speech tomorrow called “How the United Nations Can Contribute to International Cooperation on Climate Change.”

This year’s annual symposium, whose patron is Crown Prince Haakon, focuses on climate change in the Arctic, as well as its global implications, and is chaired by ex Labour Prime Minister Gro Harlem Brundtland.

The rate of Arctic warming is occurring approximately twice as fast as global warming, and has already impacted locals and the environment. Delegates will be discussing what immediate and long-term global actions must be taken to avoid the worst impacts.

Otero’s visit highlights America’s close collaboration with Norway on Arctic issues, including through the Arctic Council, and is aimed at ensuring the Arctic environment isn’t harmed by developments in the region, according to a US Department of State press release.

As the US’ Under Secretary for Democracy and Global Affairs, Otero’s duties include overseeing the Bureau of Oceans and International Environmental and Scientific Affairs.

The US conducts extensive research activities on Svalbard, including work via the National Air and Space and the National Oceanic and Atmospheric Administrations, as well as the National Science Foundation.

Norway’s Foreign Minister Jonas Gahr Støre is hosting the symposium.
