One of the central themes under the Labour party’s (Ap) annual conference this weekend has been immigration and integration in Norwegian society. At present, all refugees, asylum-seekers and those who apply for family reunification are obliged to attend 300 hours of Norwegian language tuition.

“I’m pleased to announce that this week, the government has backed doubling the number of hours that immigrants have both a right to and are obliged to complete”, she told Bergens Tidende. According to the paper, several central politicians have publicly announced a tough approach to immigration and integration policy.

Exam

And according to VG Nett, she points out that the majority need more than the 300 hours.

“Good skills in Norwegian are a prerequisite to being able to participate actively in society, not least in the working environment”, she told them.

And not content with this, she told bt.no that she suggests introducing a compulsory exam for those who complete their tuition. Passing this will be a condition of obtaining either a permanent residence-permit, or citizenship.

Mixed reactions

Bent Høie of the Conservative party thought that both the increase and the exam were good ideas, but the far-right’s Progress party’s (Frp) were sceptical, because there are no sanctions in place at present; he doesn’t think that Ap’s proposal goes far enough.

“The problem is that most jump off the course; what should one do about these? They remain in this country, because it’s not possible to do anything to them. Therefore economic sanctions should be imposed, for example”, he told bt.no.

Those who immigrate for working-purposes will also have a right to more tuition, but will not be obliged to complete it.
