Norwegians struggle with reading. NEWS IN BRIEF: An estimated 300,000 Norwegians have such a basic level of reading that they have difficulty functioning in society. Stavanger University Professor Egil Gabrielsen describes them as level one browsers. “Most of them are technically able to read”, he says to Aftenposten, “but they have difficulty understanding the content as well as the link between letter and sound.”

NEWS IN BRIEF: An estimated 300,000 Norwegians have such a basic level of reading that they have difficulty functioning in society.

Stavanger University Professor Egil Gabrielsen describes them as level one browsers.

“Most of them are technically able to read”, he says to Aftenposten, “but they have difficulty understanding the content as well as the link between letter and sound.”  

A PISA survey undertaken in 2009 suggests that nearly 20% of students in Norway are at a level 1 standard of reading.

As a result, many drop out of high school due to the difficulty. 3.7% of 15-19 yr olds are not in education or employment, according to According to OECD Statistics from 2007. This figure rises to 8.8 % for 20-24 yr olds.

A new PISA survey is about to start charting literacy and numeracy levels of thousands of people within 25 countries.
