The documents show that the USA has groups of countries based on their level of intelligence cooperation. The US, UK, Canada, Australia, and New Zealand make up the 5 Eye group which is very important to cooperation.

German publication Der Spiegel reports that the UK’s GCHQ (Government Communications Headquarters) and the NSA are amongst the “worst offenders” of mass surveillance without oversight”. This according to a letter by Snowden called “A Manifesto for the Truth”.

“The world has learned a lot in a short amount of time about irresponsibly operated security agencies and, at times, criminal surveillance programs. Sometimes the agencies try to avoid controls,” he wrote.

When the Netherlands, France, and Denmark are added to the group, it means then it becomes known as 9 Eye. Moreover, while Germany, Spain and Italy are lower in cooperation and form the 14 Eye group, these clusters go all the way up to 41 Eye.

The document Snowden passed to the UK publication does not reveal how the different groups cooperate with the US, but Norway’s policy states raw data should not be given.

Any data gathered in Norway is first analysed by Norwegian intelligence before it is decided what can be passed on to the United States.
